for the persistent actions
of Mr. Payne, a rural mail
carrier 1913-53, that resulted
in the upgrading and improve-
ments of this road, for the
benefit of all citizens
who use it.

 
Erected 1977 by South Carolina Highway Department.
 
Location. 34° 42.383′ N, 82° 26.317′ W. Marker is in Piedmont, South Carolina, in Greenville County. Marker is at the intersection of Bessie Road (State Highway 86) and Old Pelzer Road, on the right when traveling west on Bessie Road. Click for map.
