Dr. William V. Lockwood was the first Vice President Emeritus of Baltimore Community College. His vision, uncompromising work ethic, and life long devotion to educational advancement made him instrumental in transforming the dream of the Harbor Campus into a premier institution of higher learning. In 1976, an educational facility, The Dr. William V. Lockwood Building was named in his honor commemorating him as Chief Planner and Administrator of the Harbor Campus of B.C.C.C.

Lockwood Place, the first commercial Inner Harbor structure to be named after an African-American, sits on the original site of the educational building. This multi-use complex continues the legacy Dr. Lockwood envisioned to respectfully serve the Baltimore community with the same high standards and excellence as demonstrated to the students, faculty, and staff of Baltimore City Community College.
