Inscription. Fifth president of the United States, 1817- 1825. Governor of Virginia, 1799 and 1811. Proclaimed the Monroe Doctrine, December 2, 1823.

Declares the Americas no longer subject to European colonization.
 
Erected 1993 by Northern Neck Auxiliary to Veterans of Foreign Wars Post 7167, Warsaw; other contributors: Northern Neck V.F.W. Post 7167, William L. Cooper Memorial V.F.W. Post 10574, Ladies Auxiliary to V.F.W. Post 10574, Colonial Beach.
