E. Babe Smith was instrumental in the founding of Pedernales Electric Cooperative in the late 1930s. His vision, along with that of Congressman Lyndon B. Johnson and others, brought electric power to the farms and ranches of the Texas Hill Country. With reliable and economical electric service came modern agriculture, industry, residential housing, commerce and recreation facilities for thousands of Texans and vistors from around the world., Mr. Smith was an incorporator of the cooperative and served as president from 1942 until 1975. During those 33 years the economic productivity and quality of life in the Hill Country was dramatically improved.
