Inscription. First known as Strawberry Hill, Home of Thomas Whitlock, the first permanent settler of record in New Jersey under British Rule, who scouted the land in 1663. Shoal Harbor was an early sailing port and center for fishing and agriculture.
 
Erected 1976 by Junior Woman's Club of Middletown.
