Accompanying William Penn on his arrival in America aboard "The Welcome" at New Castle, Delaware in October of 1682 was William Best, a shipbuilder. Best built his first ship for the Governor at "Penny-Pot Free Landing", at the foot of Vine Street and was given the land as payment.
