Commemorating 300 years of German immigration to the United States and celebrating the long-standing friendship between the U.S. and Germany, the garden was dedicated in 1988 by President Ronald Reagan and German Chancellor Helmut Kohl. The garden's unique fountains welcome visitors and convey the two countries' close connection.

In 2018, the Trust for the National Mall, in partnership with the National Park Service and the German Embassy and supported by Volkswagen Group of America, embarked on a multi-year restoration of the garden, rejuvenating its plantings, planter beds and stone hardscape and restoring the fountains.
