The 2nd Constitutional Legislature of the State
Decreed the erection of this monument on April 26, 1869,
and the decree was completed in 1896
in the time of Governor Carlos Peon.

Regarding General Manuel Cepeda Peraza. Manuel Cepeda Peraza was a Mexican army general, active in the Caste Wars but best known as a defender of the republic and supporter of Benito Juárez. Later he was governor of Yucatán. Born in the city of Merida, Yucatan in 1828, he died in the same place in 1869. He liberated the city of Merida from the French imperialist troops on June 15, 1867 and for this reason was declared "The Most Worthy of the State of Yucatan."
