Whitmell Pugh Martin. . Whitmell Martin, a native of Assumption Parish, was initially a chemist who studied and practiced law. After he served as superintendent of Lafourche Parish schools from 1894-1900, he was a District Attorney and eventually Judge for the 20th Judicial District of Louisiana. In 1914, Martin was elected as Representative from Louisiana's Third Congressional District, serving in Congress until his death in 1929. Martin at first was a "Bull Moose" Progressive, winning despite the long fealty to the Democratic Party voters in the District. When he sought re-election in 1918, he changed affiliations to the Democratic Party, and still his constituents chose him. Martin also was a member of the Houma Lodge of the Order of Masons.
