Assistant Secretary of the Navy Theodore Roosevelt ordered Dewey to take offensive action in the Philippines in the event of war with Spain. Several days after the declaration of war, on 1 May 1898, he decisively defeated the Spanish fleet at the Battle of Manila Bay.
Promoted to Admiral of the Navy, the highest rank existing, he returned home to a hero’s welcome. At his death, his body lay in state under the capitol dome in Washington, DC.

Born in Burlington, Vermont, Henry T. Mayo entered the United States Naval Academy at 16 and graduated in 1876. Rising steadily through the ranks, he became Commodore in Chief of the Atlantic Fleet in 1916 just prior to the United States entry into World War I. His body rests at Lakeview Cemetery, Burlington, Vermont.
