He was born on January 16, 1845. President of the Republic provisonally from April 6, 1885 to March 15, 1886 and constitutionally from March 15, 1886 to March 15, 1892.

Mayor of Quetzaltenango from January 1, 1896 to March 4, 1898. He died on April 7, 1907.

Regarding Manuel Lisandro Barillas. The General and ex-President of Guatemala Manuel Lisandro Barillas was assassinated (at the behest of his enemy Manuel Estrada Cabrera, President of Guatemala at the time) in Mexico City in 1907. The street where he was killed was renamed Avenida República de Guatemala.
