The statue was originally placed, as seen in this photo, on the southern side of the Plaza Constitución in central Querétaro. It was moved to the site shown in this entry in 2003 when the plaza was remodeled and an underground parking area built.

Its inscription reads:
La obra representa a la madre patria, quien con la ley en la mano protege a todos los mexicanos en especial a los más vulnerables. la ofrenda el magistrado Arturo González de Cosío Frías en sus 35 años ininterrumpidos como juzgador. La dedica en memoria de la entrega de este centro de justicia por el entonces Gob. Ing. Ignacio Loyola Vera con apoyo de los ganaderos presididos por el hoy Gob. Electo MVZ Francisco Domínguez Servien.
