To Commemorate

The reclamation of 47 acres of mud flats, marsh and water, bounded on the north by Tradd Street and on the east by The Battery, by the building of a concrete wall and filling same in from the Ashley River bed and thus converting the area into a fine residential district, and a highway 4000 feet long, designated as the
Boulevard.

The accomplishment of this project was due principally to the indefatigable efforts, the inspiration and ceaseless energy of the
Hon. R.G. Rhett, Mayor,

who, overcoming many and varied obstacles, brought the undertaking to a seccessful completion, being aided in so doing by the following
Board of Aldermen:
