Regarding Frank Howard House. From the National Register Nomination:
"Frank Howard was a merchant who moved to Atchison from Ohio in 1867. By the 1870s he had established a thriving wholesale dry goods business. In 1881 he set up a company to manufacture men's shirts and work clothing. His enterprises were very profitable, enabling him to begin construction of a large, stylish house about 1884."
