Inscription. A Cleveland High School graduate, Bowen (D-Miss.) served five terms in Congress (1973-1983). As chair of the Cotton, Rice, and Sugar Subcommittee and a member of the House Agriculture, Foreign Affairs, and Merchant Marine and Fisheries Committees, his legislation opened rice production and rewrote cotton and sugar laws and the Endangered Species Act. A graduate of Harvard and Oxford, he taught at Millsaps, Mississippi College and Mississippi State. An author, he also served as president of the Mississippi Historical Society.
