To honor the preeminent Air Technical Intelligence leader whose unique achievements greatly influenced the expansion of U.S. capabilities to assess the technological threat of foreign aircraft, missiles, radars, & space systems. His ingenuity, foresight, & motivating ability led to much improved intelligence evaluations aiding U.S. planners to design superior weapons, develop National Defense policies, & prevent technological surprise.
