The Loring Park Development District was created in 1972 to plan and underwrite high density residential and commercial building through tax increment financing. Ten blocks were demolished and redeveloped in an area roughly between the south end of Nicollet Mall and Loring Park. New high-rise housing replaced old hotels and apartment buildings. Nicollet Mall was extended to Grant Street and connected to Loring Park via the Loring Greenway.

While the redevelopment brought new restaurants, hotels and a greater level of diversity to the neighborhood, many businesses and residents were displaced. Thirty-six of the forty-two buildings located inside of the Loring Park Development District were demolished. Thirty-one small businesses were closed or relocated.

The Loring Greenway, designed by New York landscape architect Paul Frieberg, contains two large public spaces linked together in an urbane way providing a series of attractions along the 1,500 foot bicycle and pedestrian byway.
