A community leader who served the city of
Westminster with dedication and distinction
over a period of thirty -two years.
City Councilman 1927-1937
Mayor of Westminster 1942-1963

Eliminated bonded indebtedness of city
Reduced municipal tax rate seven times without curtailment of city services
Instrumental in development of municipal playground and downtown parking areas
Purchased present municipal service building and upgraded and developed new street lighting system
Modernized and expanded the Westminster Police Department.
