Nació en el preludio de aquella revolución abrileña en la capital dominicana. Logró su título en Estudios Internacionales y Ciencias Políticas en West Virginia State University, donde también estudió dirección cinematográfica y artes plásticas. En 1986 obtuvo el Premio Nacional de Poesía con su libro El soñado desquite.

Dirigió la revista bilingüe de poesía (y editorial) El Salvaje Refinado, que él mismo fundó. Tambien es fundador de Obsidiana Press, una editorial alternativa que publica a escritores hispanos.

Entres sus títulos publicados, son dignos de mención: Iniciación final (1984), Pasar de sombra (1989), Estoy frente a ti, niña terrible (1994), Blasfemias de la flauta (1999), Mañana, el paraíso (2001), El fantasma de Broadway Street y otros poemas (2002), Suicidio en el país de las magnolias (2008), Trampantojo…

Studies and Political Science at West Virginia State University, where he also studied film directing and visual arts. In 1986 he won the National Poetry Prize with his book El soñado desquite.

He directed the bilingual poetry magazine (and editorial) El Salvaje Refinado, which he founded. He is also founder of Obsidiana Press, an alternative publisher that publishes Hispanic writers.
