Dr. Karl Lueger (1844-1910), founder of the Christian Social Party and mayor, 1897-1910, helped to turn Vienna into a modern city. A critical evaluation of his tenure must include his populist anti-semitism, which promoted a political climate that enabled the proliferation of National Socialism (i.e., nazism).
