Regarding The Downtown Altoona Historic District. In the 1850s Altoona's initial enclave of commercial buildings grew around the PRR passenger station and hotel on 10th Avenue. The commercial district shifted towards 11th Avenue and 11th Street in the 1860s and, "as early as the 1870s, 11th Avenue had emerged as the major business thoroughfare."
