1. 1990 Marker
Inscription. May - In response to enabling legislation passed during the 1989 Missouri General Assembly session, the project's governmental sponsors (State of Missouri, St. Louis County, and The City of St. Louis) appointed 11 Commissioners, formally establishing the St. Louis Regional Convention and Sports Complex Authority, with Robert J. Baer as its Chairman. The Authority was given the responsibility of expanding the St. Louis Convention Center and building a stadium meeting the standards of the National Football League.

June-December - The Authority assembled staff to acquire necessary property and to finance, design and build the expansion. The Authority's goals included completing the project on time and within budget; to make it a model of regional cooperation; and to maximize "inclusion" of all segments of the community, including minority- and female-owned companies.
