After the terror attacks on September 11, 2001, President George W. Bush declared a world wide war on terrorism involving open and covert military actions against all terrorists. New security measures were enacted and other nations were asked to join in the fight. Many governments joined, often enacting harsh laws lifting long standing legal protections and stepping up domestic policing and intelligence activities.
