En 1976, l'entrepreneur Gérard (Gerry) Paris et l'architecte Jacques de Blois s'associent pour rénover un ensemble d'immeubles vétustes de la rue du Petit-Champlain. C'est le point de départ d'un vaste projet de revitalisation urbaine. Les deux visionnaires adoptent une approche inédite au Canada : restaurer les bâtiments en conservant toutes les traces du passé, même les plus récentes, puis redonner vie au secteur en invitant des artisans à y aménager leur atelier et à s'y établir avec leur famille. En 1983, à l'issue de travaux étendus aux rues voisines, le « Quartier Petit-Champlain » abrite une trentaine de logements, des boutiques et des ateliers, des cafés-restaurants, un théâtre ainsi qu'un parc. Regroupés en coopérative, les artisans et les commerçants achètent les immeubles en 1985, assurant du coup la pérennité de ce projet majeur pour la vitalité du Vieux-Québec.

The two visionaries take a unique approach in Canada: restore the buildings while keeping all the traces of the past, even the most recent, then revive the sector by inviting artisans to set up their workshop and settle there with their family. In 1983, after extensive work on neighboring streets, the "Quartier Petit-Champlain" housed around thirty homes, shops and workshops, café-restaurants, a theater and a park. Grouped together in a cooperative, artisans and merchants bought the buildings in 1985, ensuring the sustainability of this major project for the vitality of Old Quebec.
