the July 3, 1863, battle at the Rummel farm, 2nd Lieutenant William Rawle Brooke served in the Third Pennsylvania Cavalry. When Captain William E. Miller proposed disobeying orders to keep his troopers hidden in the Lott Woods to charge into a Confederate cavalry column attempting to get to the Union flank, Brooke enthusiastically agreed. This action forced the Confederate to retreat, and years later, his testimony helped Captain Miller receive the Medal of Honor for his bravery.

To avoid confusion with other Williams in his family, Brooke switched to the surname "Rawle", his mother's maiden name, when he passed the Pennsylvania State Bar in 1867. This is how he is referred to on the plaque.

This flagpole was erected in 1909 by the Military Order of the Loyal Legion of the United States (MOLLUS). The plaque was added in 1915 after the death of Brooke Rawle, in honor of one of its most noted historians.
