Inscription. Frontier towns had a long way to go before achieving the fire fighting capabilities of more established communities and fires were an ever-present threat; firefighters had their hands full just getting to the scene. In 1918, Tom Carlon took over as fire chief and reorganized the department. He used an old Cadillac truck as his first fire engine.
Bend got its first real fire station in 1920. It housed two vehicles and had one person on duty at all times. Under Carlon's leadership the Fire Department developed a fine reputation and became a model for the nation.
