Inscription. The Second National United States Flag, also known as the Stars and Stripes, appeared over Oklahoma in 1803. In that year the United States purchased the Louisiana Territory from the French for the sum of $15 million. All of Oklahoma, except the panhandle, was part of that purchase. This bold move by President Thomas Jefferson doubled the size of the United States. The second national United States flag featured fifteen white stars, representing the number of states in the Union.
