Governor Charles Deneen. Charles Samuel Deneen, Illinois' 23rd governor, was born in Edwardsville in 1863. Deneen was raised in nearby Lebanon, where he graduated from McKendree College (now McKendree University) in 1882. He later attended Union College of Law in Chicago (now Northwestern University) and was admitted to the Illinois Bar Association in 1886. In 1892, Deneen was elected to the Illinois House of Representatives. He later served as state's attorney of Cook County for eight years until elected governor. As governor, Deneen led the passage of legislation creating the primary election process in Illinois. He also increased the public education budget and made improvements to workers' compensation provisions and child labor laws. After serving two terms, Deneen was defeated but went on to represent Illinois as a U.S. senator from 1925-1931. Following the completion of his term in the Senate, Deneen returned to Chicago where he practiced law until his death in 1940.
