1. Mr. Secretary Marker
Inscription. In January 1947, after failing to negotiate an end to the Chinese Civil War, George Marshall was appointed Secretary of State by President Truman. The last Allied leader to give up hope of working with the Soviets, Marshall concluded in spring 1947 that the U.S.S.R. was stalling a German settlement and a permanent peace. "We are at the point of decision." Marshall helped build a bipartisan foreign policy. Aid to Greece and Turkey, the Berlin Airlift, and the creation of NATO ensued.

(Photo Caption): George Marshall was a visionary who didn't normally use notes or speeches when he spoke to Congress, above. Others came to rely on his integrity. He was a source of strength in a changing and turbulent world.
