Albert Irvin Cassell designed the George Washington Carver Apartments, located on this site from 1943 to 2015. Cassell was a distinguished architect in the Washington, D.C. region known for his association with Howard University and his designs for academic buildings and affordable housing projects. In 1921, following his service in World War I, he became the second African-American to receive an architecture degree from Cornell University. Cassell was a planner, engineer, educator, and entrepreneur and served as Dean of the Howard University School of Architecture, where he developed a master plan for the campus. In addition to designing buildings at Howard University, Virginia Union College, and Morgan State University, Cassell also designed the Mayfair Mansions, the first federally subsidized housing project in Washington, D.C. Following his lead, his sisters and daughter received architecture degrees from Cornell.

Cassell's design for the George Washington Carver Apartments loosely followed the tenets of modernism, simplicity and integration with nature. The complex of nine buildings was arranged in a park-like

setting and was representative of the mid-twentieth century garden apartment type of architecture typical throughout Arlington County.
