Inscription.
William L. Mosebey, Jr., the son of W. Lyle and Edyth Mosebey, was raised in Fulton County, Pennsylvania. In 1955 he graduated from Forbes High School in Hustontown, he then attended Pennsylvania State University graduated in 1959 with a degree in History. His passion for the freedom that his country afforded all people attracted him to a career with the Central Intelligence Agency where he became one of the most highly regarded officers in that organization. He spent thirty-five years working to defeat communism and terrorism.

He received the nation's highest intelligence medal and attained the rank of Major General. Upon retirement he returned to Fulton County where he enjoyed caring for the land he loved and had worked to defend throughout his life.
