The Goderich Dominion Post Office and Customs Office was built in 1889-1890. The imposing grey stone Romanesque Revival building was designed by Thomas Fuller, Chief Architect for the Dominion of Canada, designer of the original Parliament Buildings in Ottawa, and was the federal government's presence in the Port of Goderich. The building served as the Goderich Post Office until 1961 when it became the Goderich Town Hall until 2008.

On the corner lot, adjacent to the Post Office and Customs Office, stood the Capital Movie Theatre, which operated from 1930 to 1955. Built in the Spanish Revival architectural style, the former theatre housed the Goderich Fire Department from 1959 until 1990, the Goderich Police Department from 1959 until 1998, and the Goderich Parks Department from 1990 until demolition of the building in 2008.

The 2008-2010 renovation and addition by the Town of Goderich was made possible with the generous support of the Province of Ontario.
