Inscription. This structure, designed by Wallace Dow, was built in 1890 by Warner E. Willey and his son-in-law, Roy Williams. As owners of the Merchant Hotel immediately to the east, they planned to use the upper levels as overflow hotel rooms and the first floor for retail businesses.

Over the years, stores selling wholesale fruit, plumbing and janitorial supplies, tractor parts, groceries, and furniture were found on the ground floor. The Salvation Army and a chicken hatchery outlet also shared this space. The upper levels have served as a rooming house and apartments.

In 1985 the building was restored. There are offices upstairs and commercial and office space on the first floor.
