Inscription.
If ever an individual citizen embodied the warm and friendly spirit of Delaware's Capital City, it was Crawford Carroll. A natural leader, he promoted the city's progress during a period of unprecedented economic and population growth.

In 1959, at 29, he was elected to Dover's City Council. five years later he was elected Mayor. He served for a total of 20 years — ten two-year terms — with a six year hiatus from 1976 to 1982.

The community's citizens recognized his commitment. He won every election he entered. His positive attitude and personality, and his sense of humor, served him well.

When he decided to leave office in 1988, City Council conferred on him the title of "Mayor Emeritus", a designation given to no one else.

In the 20th century, the name Crawford Carroll stands above all others in Dover's governmental history. He brought honor to his beloved Capital City and was in turn loved and respected by those who knew him.
