…and His Accomplishments
In the 1960's and through the 1980's, life in slow-paced Dover grew busier. New payrolls arrived. Annexation added to both the population and taxable base. Cooperation with Kent County's government advanced.
Relations between Dover AFB and the community flourished. City government evolved and improved. Dover strengthened its electric power business. Parks blossomed.
All this and more involved many city officials and citizens working together, with the Mayor's influence always a major factor.
Besides fulfilling his official duties, his energies extended to many organizations. Various civic and fraternal groups honored him: Dover's Outstanding Young Man of the Year; Honorary Doctor of Law, Delaware State College; Paul Harris Fellow (Rotary); to name a few.
His leadership extended beyond Delaware — in 1967 he was elected to the board of the National League of Cities. He helped form the Delaware League of Local Governments and became its first president.

Delaware State College has since been renamed Delaware State University. It is the only current institution in the state to be a Historically Black College or University (HBCU).
