Bill Spencer served as the inaugural Commissioner of the Cal Ripken Sr. Collegiate Baseball League from 2005 to 2009. An All-American and All-Atlantic Coaster Conference pitcher at the University of Virginia, Bill's eight complete games in 1962 is tied for second in the UVA record books while his career ERA of 2.48 is ninth all-time. Bill played high school football and baseball at Baltimore City College and baseball for the legendary Leone's team. Bill managed one of Baltimore's top semi-pro teams and served as President of the Baltimore Major League from 1971 to 1982. He was an associate scout for the Baltimore Orioles from 1972 to 1993 and an NCAA football official from 1980 to 1998. He ran the Junior Orioles program for Oriole Advocates for six years and coached in the Roland Park Little League for five years. Bill held executive positions in the financial services industry.
