Inscription. James Henry Buford was born in St. Louis and is a graduate of Laboure High School. He earned a B.A. in Human Services Administration from Elizabethtown College, PA and holds several Honorary Doctorates. Buford served the Urban League of Metropolitan St. Louis as President and CEO for 28 years and is a vocal spokesperson of Urban League constituents.
