Inscription. Attorney Freeman R. Bosley, Jr., graduated from St. Louis University School of Law in 1979. In 1993, he became the 1st black elected Mayor of the City of St. Louis. During his term, he devised a plan that resulted in the successful acquisition of the former Los Angeles Rams and construction of the TWA Dome.

While he oversaw the city during its challenge with the Flood of '93, his administration was plagued with corruption and scandals.
