Inscription. Wayman Flynn Smith, Jr. was born in St. Louis, attended Sumner High School and received his B.S. degree from the University of Illinois. He studied to be an accountant and became Missouri's 1st black CPA. Around 1957, he was elected among the first black Aldermen and served the 18th Ward for 9 years.
