While Luis Rodriguez had a distinguished career as a congressman and governor of Guanajuato, arguably his finest moments were seen during his time as Ambassador to France during the beginning of World War II. He was able to provide protection to the ex-President of the Republic of Spain, Miguel Azana. When Azana died of natural causes under Mexico's protection, the Vichy French authorities were keen to avoid any pretext for protests and pressured Ambassador Rodriguez to avoid the use of the Spanish Republican flag over the ex-President's coffin.
