1. Judge Theodore McMillian Marker
Inscription. Judge Theodore McMillian was born in St. Louis and graduated from Vashon High, Lincoln University and St. Louis University Law School. He founded the Lynch & McMillian Law Firm. Appointed in 1978 by President Jimmy Carter, he was the 1st Black to serve on the U.S. Court of Appeals for the 8th Circuit.
