Inscription. Larry C. Williams was born in St. Louis and holds a degree in business administration from Northeastern University. First appointed as a St. Louis City Treasurer on April 23, 1981, Williams has been subsequently re-elected six terms and holds the distinction of being the first African American to be elected as the Treasurer for the city of St. Louis.
