1880   The lack of a public water supply made fire prevention an important consideration in early Rochester. The village was prompted to take action after a devastating fire destroyed the former Pavilion Hotel on Main Street in 1880. After the fire, the Village Council voted to purchase firefighting equipment including ladders, rubber buckets, pike poles and grappling hooks. A fire warden was appointed to take charge of the equipment and to inspect all buildings for fire safety. However, without an organized fire department, response to fires in the village was still somewhat haphazard.

In 1894, the village constructed a waterworks and laid water mains within its boundaries. On July 1, 1895 the Rochester Village Council adopted a resolution which formally created the Rochester Fire Department, consisting of a chief engineer and two volunteer hose companies (twenty men in all).
