1899   The Detroit Sugar Company built a huge sugar beet processing mill on the northwest side of the village, along the Paint Creek. A street running westward from North Main to the plant (appropriately named Sugar Avenue) was laid, and eventually became today's Woodward Street. The five-story mill was an impressive and imposing sight in the small village.

By 1904, due to political and economic factors, the mill (less than 10 years old) was declared an economic failure. The machinery was sold, the building demolished and the property deeded to the City of Rochester.

As the nineteenth century drew to a close, the interurban lines came to Rochester allowing for an easy commute to and from places like Detroit and Pontiac. The first interurban car to enter Rochester was part of the Detroit, Rochester, Romeo and Lake Orion Railway line (D.R.R. & L.O.) and rolled into town on September 28, 1899. In order to approach the village from the south, the line had to traverse South Hill and cross the Clinton River. To facilitate this crossing, the interurban line constructed a 600-foot wooden trestle from South Hill to the foot of Main.
