The Wheel Store was built on land bought by the county cooperative arm of the Agricultural Wheel, a post-Civil War agrarian reform organization composed of farmers, sharecroppers and ordinary lower-class laborers from many trades . Built by this organization's local chapter, it originally housed a cooperative store on the first floor and a meeting hall above.
