Le célèbre quartier de maisons closes à La Nouvelle-Orléans connut une transformation dramatique lors de la démolition des hôtels de Storyville dans les années 1930. Initialement réservé aux blancs à faibles revenus, le Iberville Housing Development fut construit dans les années 1940. Il comprenait 75 résidences et un édifice administratif. Pendant les années 1960, la déségrégation raciale et l'exode des blancs vers les banlieues transformèrent les villes américaines, y compris La Nouvelle-Orléans où on vit des Afro-Américains intégrer le quartier. Au fil des années, la Ville tenta plusieurs approches à la réorganisation des lotissements, dont beaucoup, y compris Iberville, furent transformés ou démolis.

Le quartier connait un nouveau souffle depuis 2011, date à laquelle la Housing Authority of New Orleans (HANO) obtint une subvention de la Housing and Urban Development Choice Initiative. Un partenariat aveb HRI Properties mena à la transformation de l'ancien Iberville Housing Development, maintenant connu sous le nom de Bienville Basin. Sur place, il demeure quinze bâtiments datant du premier lotissement, dont l'edifice administratif. C'est en reconstruisant de nouveaux bâtiments que HANO a réussi à transforme ces anciens logements sociaux en un quartier moderne
