Liberale rechtsgeleerde die het standaardwerk Het Nederlandsch Gemeenterecht schreef. Door zijn politieke artikelen en kritische raadsverslagen als redacteur van de Provinciale Groninger Courant werd hij in 1873 benoemd tot gemeentesecretaris van Groningen waar hij door zijn kennis en inzet grote invloed kreeg. Oppenheim was deskundig op het gebied van zowel staats- en administratief recht als van gemeenterecht en was achtereenvolgens hoogleraar in Leiden en Groningen. Hij was ook een vooraanstaand lid van de Joodse gemeenschap, lid van de Koninklijke Akademie van Wetenschappen (afdeling Letterkunde) en van de Raad van State, waar hij zich onder andere bezig hield met de 'algehele herziening der Gemeentewet'.

Liberal legal scholar who wrote the standard work Het Nederlandsch Gemeenterecht. Because of his political articles and critical council reports as editor of the Provinciale Groninger Courant, he was appointed municipal clerk of Groningen in 1873, where he gained great influence through his knowledge and commitment. Oppenheim was an expert in the field of constitutional and administrative law as well as municipal law and was successively a professor in Leiden and Groningen. He was also a prominent member of the Jewish community, a member of the Royal Academy of Sciences (Literature Department) and of the Council of State, where his work included the 'overall revision of the Municipalities Act'.

Excerpt: OPPENHEIM, JACQUES (1849–1924), Dutch jurist. Oppenheim was born in Groningen, where he became secretary of the municipality in 1873. In 1885 he was appointed professor of constitutional and administrative law at Groningen University and became professor of public and international law at Leiden University in 1893. He was an important figure in several state commissions and was a member of the Council of State from 1907 until 1924. He was a member of the Netherlands Royal Academy of Sciences (1902–24) and curator of Leiden University (1916–24). Of his many books, Het Nederlandsche Gemeenterecht (2 vols., 1895) is an important standard textbook on Dutch municipal law. Active in Jewish affairs, Oppenheim
