El Capitolio es la sede del poder legislativo y alberga el Senado y la Cámara de Representantes. La primera iniciativa para construir el edificio fue in 1907, por parte le Luis Muñoz Rivera, importante líder político puertorriqueño y en ese entonces miembro de la Cámara. En ese año se convocó un concurso internacional para llevar a cabo su diseño. Frank Perkins de Nueva York ganó el primer premio, pero su diseño fue muy controvertido. Su construcción se retrasó 22 años con un diseño final dirigido por Rafael Camoega, y el edificio fue inaugurado en 1929. Desde entonces es uno de los edificios icónicos de la Isleta de San Juan y el país. A sus extremos este y oeste se añadieron en 1955 dos anexos para oficinas de senadores y representantes con un diseño tropical moderno de Toro Ferrer Arquitectos. Su plaza norte, con vista Atlántico, se utiliza tradicionalmente para la juramentación de los gobernadores de Puerto Rico.

Rican political leader and at the time a member of the House. An international design competition was held that year, and Frank Perkins from New York won first prize, but his design proved controversial and was significantly modified and delayed. The final design was led by Rafael Carmoega and the building was inaugurated in 1929. It has become one of the main icons of the San Juan Islet and of Puerto Rico. In 1955, annex office buildings were added on its eastern and western sides, following a tropical modern design by Toro Ferrer Architects. Its northern plaza, with a view of the Atlantic, is traditionally used for the inaugural ceremony of the governors of Puerto Rico.
