Excerpt from the National Register nomination for the Richlands Historic District, of which this building is a contributing property:
This two-story brick building has corbeling, soldier course and basket weave brickwork at the cornice. The storefront has been covered with vinyl siding and has a shed roof, but the overall character has been maintained. Built in 1925 as the post office, this building also housed the offices of W.B. Spratt, attorney.

Besides being a lawyer, William B. Spratt also was a schoolteacher and the first mayor of Richlands when the town incorporated in 1892. He was among the “Five Bills,” a group of influential men (each named William) who bought all of Richlands' unsold lots to save the town when its building boom collapsed in 1893.
