Established by General George Washington on Aug. 7, 1782,
as the Badge of Military Merit for unusual gallantry,
extraordinary fidelity and essential service. Records show
it was awarded only thrice, all in 1783. It was revived
by military regulation on February 22, 1932, during
the Presidency of Herbert Clark Hoover.
